Extraordinary crises are the acid test of presidential leadership.

.

As I learned while managing the Obama administrations response to the Ebola outbreak in West Africa in 2014, a presidents personal engagement is the indispensable variable in ensuring a fully engaged federal crisis response. In the face of unusually complex and devastating emergencies, the federal government must transcend business-as-usual, mounting the sort of massive whole-of-government effort that only the president can fully mobilize. What the nation has witnessed in Puerto Rico over the past two weeks sadly demonstrates the inverse: the shortfalls that emerge when a president leaves a major federal disaster response on autopilot.

President Trumps tactless comments during his visit to San Juan this week provide a good microcosm of the larger issue. Trump repeatedly downplayed the severity of the crisis; described his administrations response as incredible and unbelievable; praised the then-official death toll of 16 as something Puerto Ricans can be very proud of; told disaster survivors at a distribution site you dont need the flashlights he was handing to them; and claimed Puerto Rico had not experienced a real catastrophe, like Hurricane Katrina. Those remarks followed other comments from Trump and his senior advisers who have characterized the federal response as amazing, and a good news story.

As tone-deaf as Trumps self-congratulations were, they reflect a much deeper problem than just a flawed communications strategy. The presidents remarks in Puerto Rico were factually wrong in ways that raise serious questions about whether he grasps the depth of the crisis and whether he truly has a handle on the federal response.

Consider the death toll. There have been multiple public reports that the official count (now at least 34) remains artificially low due to the breakdowns of communications and public administration on the island. The Center for Investigative Journalism in San Juan has been calling hospitals to inquire about mortality figures in areas they serve, and the nonprofit news organization estimates dozens and perhaps hundreds more deaths have occurred but not yet been documented. Trumps advisers, who include people with considerable disaster response experience, surely understand the death toll will rise. Yet the president seemed unaware.

He seemed equally unaware that, his flashlights comment notwithstanding, 93 percent of the island remains without power. He appeared puzzled by the concept of water purification. While Katrina did have a higher death toll than the initial count from Maria, the devastation in Puerto Rico is affecting a population seven times that of pre-storm New Orleans and looks likely to take far longer to address. It is a real catastrophe, indeed.

There is no way to generously spin the presidents comments; he appears to have a fundamentally incorrect understanding of the seriousness of this crisis. Whether he is getting poor information or simply ignoring his briefings, this is a critical handicap to the federal response effort.

In a more standard disaster event, that might not be such a big deal. The federal government has seasoned and capable emergency managers who can, in the face of a typical disaster, mount an effective response even without close presidential involvement. The federal responses to Hurricane Harvey in Texas and Hurricane Irma in Florida, for example, were robust and effective. However, Hurricane Maria like Katrina has spawned a disaster that is anything but typical.

Puerto Ricos crisis poses major difficulties for disaster responders. The territorys fragile infrastructure was highly vulnerable and suffered widespread damage. The logistical challenges of operating in an island setting make pre-storm evacuation impossible and slow down post-storm relief. Maria struck at a time when the Federal Emergency Management Agency is uniquely overstretched, having been on a round-the-clock operational tempo since Harvey struck Texas a month and a half ago. The response strains FEMAs normal operating model, which is premised on capable state and local disaster authorities leading most of the initial front-line response. FEMA has lacked that in Puerto Rico, in part because so many local officials were themselves caught in the disaster. So federal officials have instead had to play much more of a lead role, something FEMA is not accustomed to doing.

Situations like this, when the normal federal tools are overmatched by the complexity of the crisis, require attentive, disciplined and creative presidential leadership. Yet in the critical early days of the response, Trump focused his attention elsewhere. He tweeted repeatedly about the NFL immediately after the storm, yet did not hold a high-level meeting on the Puerto Rico response until six days after Maria made landfall. In the absence of a sense of urgency from the White House, what emerged from his administration has been a comparatively modest federal response.

President Donald Trump struck false notes in addressing Puerto Ricos crisis in recent days, exaggerating both the ferocity of a truly ferocious hurricane and the pace of recovery. He also seemed to raise false hope that the territorys staggering debt would go away.

Trump: This has been the toughest one. This has been a Category 5, whichfew people have ever even heard of a Category 5 hitting land. But it hit land and, boy, did it hit land. remarks Tuesday in Puerto Rico.

The Facts: As terrible as it was, Maria actually made landfall on Puerto Rico as a Category 4 hurricane, not 5. Winds were at 155 mph (249 kph), not 157 (253), the minimum for Category 5. Its a distinction no doubt lost on Puerto Ricansthe storm was even stronger than Harvey and Irma upon landfall, said National Hurricane Center spokesman Dennis Feltgen. But, operationally it was a Category 4 hurricane.

The Facts: Its possible his particular audience did not need flashlights, but many Puerto Ricans do. He was visiting the upscale Guaynabo neighborhood, one of the fastest to recover. But more than 90% of the islands electricity customers remained without power at the time, nearly two weeks after the hurricane. And those who have it back are experiencing periodic blackouts.

Many students, teachers and professionals have difficulty finding answers and relevant sources for their research questions. Part of this problem is caused because database and search engine users have not learned what each search tool does and does not do and how to make the search tools do things that are not options on the links they provide for narrowing or modifying a search. For example, Google Scholar does not provide links to narrow searches to specific types of publications such as “peer reviewed”, “qualitative research”, “quantitative research” or “evidence based”, but one can add these, any or all of them, in a search statement to require that the results found from the search have any or all of these qualities.
Some found sources will have these qualities after a search, others will mention these phrases for other reasons. But including peer reviewed as one of the search terms is likely, for example, to find some or most of the results are from peer reviewed journals. Two discovery services from ProQuest that are available to all internet users from at least some of the subscribers have peer reviewed as a limiting opition for search results. This is a stronger option than including peer reviewed in the search strategy. Proquest also owns Ulrich’s Periodicals Directory which indicates if a journal is referred (i.e peer reviewed). Proquest is probably using this data in Ulrich’s as an authority file to determine which journal articles in Summon and Primo are peer reviewed.

I came across a request to know if there were peer reviewed articles about a specific dance as a college professor requires peer reviewed articles about such dances as sources in a writing assignment, so I sent these links to the client.

The top two links in this case are clearly the most important.
If you want to search other dances, simply change the name of the dance in each search and click on the peer reviewed link on the left sidebar in Summon and Primo and add it as a search term in Google Scholar.

Knowledge of databases also extends, among many other things, to whether a database only indexes the core journals in the specific discipline it covers or finds related content in journals outside its field or goes even wider than that and indexes content irrelevant to its field from seemingly irrevant journals. Clearly the wider a databases coverage, the better the chances on will find sources on topics on the borderline or beyond of a subject discipline focused database.

In this regard, consider this journal article citation from the Inspec database.

Searching this article title so important to social work faculty and graduate students, not to mention those in related fields like psychology or sociology in Social Work Abstracts or Social Services Abstracts finds a null result as the Journal of Academic Librarianship is apparently irrelevant to social work in the judgement of the producers of these databases.

This means sources that are important to your research will often not be found in a databases where they “should” be found but will be found in databases that are unlikely sources for this content. One type of database, the general all topic database, is an extremely important place to look for such sources. Google Scholar, Google Books, Google, and Penn State Summon when one looks at all Summon Libraries using a link to search beyond Penn State for Summon citations. Google Scholar, Google Books, Summon and Primo are important tools for finding scholarly research articles and books that cross interdisciplinary lines of the search topic.

Also one must be aware of changes in how databases work and often in the case of Google this is not for the better.

Google Uncle Sam, a valuable database of United States government sources, often full text, was eliminated

Google Blog search was also eliminated

Google News Archive that want back with news reports for over two centuries was eliminated and then later replaces with just the newspaper content Google itself had digitized.

Google News no longer covers news reports from 2000 to the present, but is now little more than a daily news source with only the current day’s news.

Just in the last week or two, using Google Scholar, one must select Artcles or Case Law on the outside page forcing one to save their search strategy on Word, Notepad or the like and reuse it inside Google Scholar and then returning to Google Scholar

and back inside rather than switching inside with a search already done.

Also one no longer can click on CITE to get source citations in six formats, one must click on a quotation mark to get the same result.

On the left side of the bottom line one finds the quotation mark which when clicked provides six citation options incluing MLA and APA

One also finds a left bracket on the right side of this line that links directly to the free web version of Worldcat which amongst other things provides the user with a list of libraries that own the source cited in Google Books for publications with a Worldcat record. Right handed brackets in the same location provide a “cached record” from another source for the item in the Google Scholar citation.

In short, relearning is a big part of database search skill learning.

STATEMENT ON BEHALF OF SOUTHWEST AIRLINES PASSENGER ANILA DAULATZAI

October 4, 2017. Anila Daulatzai was violently removed from a Southwest Airlines flight on Tuesday, September 26 at Thurgood Marshall Airport in Baltimore, Maryland. She survived sexism, racial profiling, and police brutality that fateful day. Her mistreatment was particularly distressing because she is presently pregnant with her first child.

Professor Daulatzai’s story has gone untold. She discussed her non-life threatening allergies to dogs with Southwest representatives upon entering the aircraft, and together they decided that she could manage by sitting away from the dogs towards the rear of the plane. Southwest allows for passengers to choose their own seats, and Professor Daulatzai found a seat comfortably distant from the animals. Contrary to the Southwest statement and various media reports, Professor Daulatzai never asked for the dogs to be removed from the plane, did not request an EpiPen, nor did she ever claim that her allergies were life-threatening.

Professor Daulatzai buckled her seat belt, turned on the overhead light, and started grading student papers. She was then approached by a series of Southwest representatives, and answered every question asked of her. She was never asked for medical certification, nor would she have needed to carry that, because her allergies are not life threatening. Despite trying to convince the crew that she would be completely fine on the plane, she was asked by another Southwest representative to leave the plane. Shortly thereafter the Maryland Transportation Authority Police pulled her from her seat by her belt loop, dragged her through the aisle exposed with torn pants, and humiliated her for the world to see in a now viral video. The Maryland Transportation Authority Police later disparaged her, accused her of lying about her pregnancy, and made racist remarks about immigrants. They also handed her a list of criminal charges, which have no merit.

Professor Daulatzai suffered physical injuries and mental trauma, required emergency care at a local hospital, including for her pregnancy, and is under continuing medical care. Professor Daulatzai has also received hate mail, including racist messages and threats of further violence. There was an attempted break in into her home. She has since left her home, fearing for her safety.

.

Anila Daulatzai, who previously taught at Brown University, Harvard Divinity School as well as internationally, presently holds a faculty appointment at the Maryland Institute College of Art. She is a Southwest frequent flier and is currently travelling to California weekly to take care of her hospitalized father. Her removal from the flight had nothing to do with allergies or safety concerns. Professor Daulatzai was profiled, abused, interrogated, detained, and subjected to false reporting and the trauma of racist, vitriolic public shaming precisely because she is a woman, a person of color, and a Muslim. This endangered the physical and emotional well-being of a pregnant woman, researcher, and teacher.

Professor Daulatzai and her family express gratitude to everyone who suspended judgment about what happened until hearing her account of the events that unfolded that evening.
